Changes Underway to IT Procurement related to Procurement Reform The Governor’s release of Executive Order 2008-12S “Procurement Reform” requires the State Chief Information Officer to transition the information technology procurement functions currently performed within the OIT to the Ohio Chief Procurement Officer by no later than July 25, 2008.
This change requires DAS to combine the procurement of information technology with the procurement of general supplies and services. The change also requires DAS to analyze the work of the OIT offices impacted to realign the IT governance functions from the IT procurement functions. As a part of the transition, the staffs that comprised the Investment and Management Division’s (IGD) Acquisition Management, Contract Management, and Investment Management have been realigned and transitioned to either remain with the division for IT governance responsibilities or transfer to the General Services Division’s (GSD) Office of State Purchasing for IT procurement. The staff changes became effective July 6, 2008.
Over the next six months, agencies will experience changes in the planning and procurement processes for IT as GSD and IGD staffs reexamine the RFP, Release and Permit, Direct, and other IT purchasing processes and how they relate to IT planning, budgeting, and spending. One key goal of the changes is to better leverage the state’s buying power by achieving better economies of scale in the state’s IT purchases. Another key goal is early joint planning and agreement with agencies on their IT programs and initiatives, accomplishing administration priorities, and identifying statewide measures for cost-saving shared resources and services.
